Fast-forward to 2013. The Patriot Act helped pave the way for the NSA to collect Americans’ phone records and emails. Snowden believed it was time, once again, to rein in the intelligence agencies — not just because of how the government was violating citizens’ privacy in that particular moment, but also for the sake of the future.

Inevitably, another catastrophe would reawaken calls for more surveillance, just as September 11 had. Would all the old lessons be forgotten?

In his June 9 video on the Guardian’s website, Snowden put it like this:

And [in] the months ahead, the years ahead … a new leader will be elected. They’ll flip the switch, say that because of the crisis, because of the dangers that we face in the world, you know, some new and unpredicted threat, we need more authority. We need more power. And there will be nothing the people can do at that point to oppose it, and it will be turnkey tyranny.
